Evaluation of NGO partnerships aimed at capacity development

An extensive report by the HIVA/ACE Europe/IOB consortium presenting the results and conclusions of the evaluation of Belgian NGO partnerships and capacity development

This evaluation took place in 2009-2010 and makes use of a number of emerging frameworks to assess capacity development and corresponding interventions, such as the 5 capabilities framework of ECDPM, Intrac’s work in the area of capacity development, recent insights from workplace learning research, and so on. Field visits were organized to 31 programmes of 21 Belgian NGO’s in 6 countries.

The evaluation identifies interesting patterns in how the capacity development approach of the NGOs is affected by their take on what development is or should be. In addition, the importance of more implicit forms of capacity development is brought forward. Other findings are described in the report.
