Call for RFA Consultants - Team Leaders and Writers for USAID proposals

The International Rescue Committee (IRC) is currently renewing its proposal development consultant roster and is seeking individuals interested in acting as team leaders and writers on competitive USAID proposals (RFAs). Individuals should be able to demonstrate experience producing successful RFAs in community reintegration and reconstruction, economic development, market development, child survival, primary health care, and/or reproductive health.
At this time, they are in particular need of qualified RFA Consultants who are FLUENT in French.
REQUIREMENTS:
Team Leaders: should be willing to spend several weeks in developing world and post conflict settings conducting research, assessing local partners, collaborating on design models, etc.; possess a Master’s Degree or higher in topics pertinent to USAID/EU programmatic foci, e.g. health, economic development, education, civil society, etc.; have a minimum of 5 years field experience and be familiar with program design including log frames and budgeting; be experienced in negotiating agreements with local and international partners as required; demonstrate leadership role in developing winning proposals and be prepared to produce a sample of a comprehensive program proposal;
Writers: should be willing to spend several weeks in developing world and post conflict settings supporting country offices in the articulation and production of competitive proposals; possess high-level skills in word and excel and be able to analysis and synthesis a variety of material in a fact-paced environment, possess a University degree and be familiar with topics pertinent to USAID programmatic foci (see above); demonstrate significant role in writing winning proposals and be prepared to produce writing samples.
