The model provides a systematic approach to assess the capacity of work groups and individuals, identify needs, develop strategies to build capacity and assess the results. It provides a practical tool for use by advisers and counterpart staff working together, thus incorporating best practice philosophies and approaches on effective capacity building. It is designed for use during implementation of donor-funded activities.
