Capacity Development: Definitions, Issues and Implications for Planning Monitoring and Evaluation
This paper looks at recent literature to identify current issues and concepts in the area of Capacity Development in an attempt to clarify the term and ways to plan, monitor and evaluate capacity development interventions.This paper is part of a series of papers and activities being carried out by UNICEF and UNDP. The aim of this paper is to review the recent literature on capacity development, to explore some of the conceptual and practical issues associated with it, and to summarize the implications for planning monitoring and evaluating results.
