It is a comprehensive tool kit that melds responses to HIV/AIDS with democracy and governance tools and approaches. The document includes 15 important tools crafted and implemented by Pact field staff in Africa plus important contributions from peer partners. Tool kit issues and approaches focus on rule of law, human rights, citizen’s participation, advocacy, community and NGO capacity-building, and enhanced information-sharing and management.
