This Practice Note provides development practitioners with a basic understanding of core capacity issues to focus on in a development context, why such capacities are important, and how external partners can support countries’ efforts to further deepen and effectively utilise such capacities to achieve their development goals. It also proposes default principles for supporting capacity development and pointers for mainstreaming capacity development into programming and operations.
